Taiwan's railway services are undergoing various operational changes due to scheduled events. In early November, the Taiwan Railway Administration planned to suspend 65 train services, including 12 scheduled and 53 non-scheduled trains on the West and East Coast lines, to accommodate a personnel promotion examination for 328 drivers. To mitigate impacts on the Jiji Line, road shuttle services were arranged.

Later in November, Taiwan High Speed Rail (THSR) announced an increase in capacity to manage a passenger surge during an election period. The company planned to add 718 extra services, specifically focusing on a peak window on November 27 between 17:00 and 20:00, with additional departures from Nangang or Taipei toward Taichung.
