The state of Tamaulipas is addressing various energy challenges through both professionalization efforts and infrastructure management. The Secretariat of Energy Development (SEDENER) has initiated training for personnel to obtain certification in photovoltaic system installations. This program, part of the ‘Electrification to 100%’ initiative, aims to improve technical quality and safety for residential, commercial, and industrial solar projects to promote energy justice in underserved communities.

However, the state also faces significant electrical instability. Secretary of Energy Development Walter Julián Ángel Jiménez has attributed frequent power outages to decades of infrastructure neglect and insufficient investment in distribution networks since the 2000s, leading to aging equipment and capacity shortages within the Federal Electricity Commission (CFE).

In addition to structural decay, the CFE has identified critical overloads caused by illegal electricity connections, or ‘diablitos,’ in Ciudad Victoria, Reynosa, and Matamoros. These unauthorized connections are often used to power high-consumption industrial machinery in residential areas, causing conductors to overheat and damage transformers. 

To combat these issues, the state has announced investments exceeding 2.5 billion pesos. Simultaneously, the CFE is conducting surprise operations and implementing new, tamper-proof meters. Under the Federal Penal Code, illegal connections can result in fines of up to 500,000 pesos and prison sentences ranging from three to ten years.
