This shift has faced legal scrutiny, as the Madras High Court has requested a government response following a petition from Force Identification Private Limited, which challenged the move on the grounds of central law contradictions and accessibility concerns for those without smartphones.

As the September 13 deadline approaches, the state has clarified that these digital documents, verifiable via QR codes through m-Parivahan and DigiLocker, will be available for free download for the first year. For those requiring physical copies, the government has indicated they can be printed at government e-Seva centres for a fee.
