The Tarragona City Council has allocated approximately 19 million euros to manage potential legal claims and administrative appeals related to urban planning disputes. 

Much of this contingency follows a 2020 Supreme Court ruling that overturned the city’s General Urban Development Plan (POUM), which disrupted previous development projections. According to a municipal auditor’s report, the total amount involved in various liability claims is 19,171,143 euros. One significant individual claim exceeds 7.8 million euros from Mas Maneguet SA regarding a project near the Costa Dorada golf course that was halted following the plan’s approval.
