# Technological innovation and recruitment in Vietnam

Vietnam continues to advance technological innovation and educational modernization. At the National Innovation Day in Hanoi, themed ‘Innovation - The Driver of Development for All of Society’, officials emphasized transitioning innovation from mere activity to tangible economic results. Deputy Prime Minister Ho Quoc Dung stated that innovation should be a primary driver for the economy, focusing on increasing productivity, enhancing capital efficiency, and integrating businesses into global value chains. He stressed that innovation must be activated across the entire economy and society to create new productivity, technology, and market value, with enterprises at the center.

Minister of Science and Technology Vu Hai Quan urged a shift toward actionable capabilities, highlighting the importance of an ‘innovative mindset’—the ability to view familiar problems through new perspectives to create real value. Discussions at the forum also addressed the necessity of transitioning from research to commercialization to ensure scientific breakthroughs become practical products. There is a strategic focus on mastering core technologies, particularly AI and digital transformation, to enhance national competitiveness.

The 2026 Provincial Innovation Index (PII) results confirmed Hanoi as the national leader for the fourth consecutive year, scoring 63.80 points and leading in 18 component indices, including R&D human resources and intellectual property. Ho Chi Minh City ranked second with 58.30 points, followed by Hai Phong in third with 56.33 points. 

In the educational sector, the Ministry of Education and Training announced plans to establish unified procedures for preventing and responding to gender-based violence in institutions by 2030. Vocational training is also modernizing; for instance, Quang Ninh Viet-Han College is integrating AI and industry partnerships to meet the needs of foreign direct investment (FDI) enterprises.
