Governor Mohammad Sadegh Motamedian noted a decrease of 7,000 students in Tehran city, while student populations in surrounding counties increased by 17,000, a trend attributed to economic conditions and population shifts toward suburban areas. Specifically, the number of foreign students enrolled in Tehran schools has dropped by approximately 50%, falling from roughly 60,000 to fewer than 30,000. Majid Parsa, Director General of Tehran Education, noted that while new enrollments require specific documentation from the Ministry of Interior, the department remains obligated to educate certain groups. The reorganization of undocumented foreign residents has reportedly freed up capacity in nearly 3,000 classrooms. Despite these shifts, the province faces a deficit of 638 schools and 9,000 classrooms, prompting government initiatives to construct new facilities in disadvantaged districts such as Shahriar, Baharestan, Qods, and Qarchak. ## Timeline ### 2026-10-21: Tehran reports 50% decrease in foreign student enrollment Tehran has seen a 50% drop in foreign student enrollment, with fewer than 30,000 students currently registered compared to 60,000 in previous years. 2 sources. https://clstr.news/cluster/tehran-reports-50-decrease-in-foreign-student-enrollment ### 2026-10-17: Tehran Province reports decline in city student numbers Tehran Governor Motamedian reports a 7,000-student decrease in Tehran city due to economic factors, while provincial county populations have grown by 17,000. 3 sources. https://clstr.news/cluster/tehran-province-reports-decline-in-city-student-numbers --- Cite as: Tehran province student population shifts.
