Eligible participants may receive a lump-sum benefit of up to 12 times their monthly salary. 

A critical component of the plan requires that agencies abolish a number of positions equal to those who opt for early retirement. This restructuring is intended to allow for digital transformation, enabling agencies to integrate technology and AI by hiring external personnel or outsourcing tasks.

As of September 2026, the government has reported progress on these policies, aiming to create a ‘smaller, more agile, and transparent’ state through workforce adjustment, process improvement, and technological integration. Deputy Prime Minister Pakorn Nilprapan has reached an agreement in principle regarding the early retirement program with the Office of the Civil Service Commission, the Bureau of the Budget, and the Comptroller General’s Department. Government spokesperson Ratchada Thanadirek clarified that the initiative is not a blanket reduction of staff, but a strategic restructuring to align the workforce with future state missions while strictly managing vacancies to control public expenditure.
