The Thessaly Region has implemented social welfare initiatives aimed at supporting families and children. The first phase involved a 500,000 euro program providing hygiene and care packages to 6,200 new families, including informational materials on breastfeeding and vaccinations.

Following this, the region launched a 10 million euro social protection initiative titled ‘Integrated Local Action Plans for Combating Child Poverty in Thessaly’. Funded by the European Social Fund and the Thessaly 2021–2027 program, the project aims to provide a holistic support framework rather than fragmented interventions. Led by Regional Governor Dimitris Kouretas, the program is built on the principle of ‘resilience’—the ability of a community to absorb, adapt to, and recover from social crises.

The initiative, managed through the Special Managing Authority, aims to provide immediate benefits to 5,000 children. Rather than utilizing direct cash transfers to families, the program provides an annual 500 euro voucher per beneficiary. These vouchers are intended to cover specific services based on individualized support plans, including speech and occupational therapy, psychological and social support, tutoring, foreign language learning, sports, music, and dance.

The program responds to Hellenic Statistical Authority (ELSTAT) data indicating that approximately 29.6% to 30% of children up to age 17 in Greece are at risk of poverty or social exclusion. In Thessaly, it is estimated that more than 38,000 children may be at risk, a situation influenced by recent natural disasters. Targeted groups include children with disabilities, those with mental health issues, refugees, Roma children, and those in precarious housing or unstable family environments. Local municipalities will manage implementation by creating registries of certified service providers, such as doctors, schools, and sports clubs.
