The Tijuana State Public Services Commission (CESPT) is managing various water and sanitation initiatives across the Tijuana and Playas de Rosarito regions.

On a binational level, CESPT presented updates to the Tijuana River Working Group in San Diego regarding 17 sanitation infrastructure projects under Minute 328. These projects, involving an investment of 15.687 billion pesos, aim for completion by 2027. Notable progress includes the San Antonio de los Buenos treatment plant, which began operations in May 2025, and the modernization of aging pumping plants.

Domestically, CESPT is implementing a self-management scheme in eight neighborhoods across Tijuana and Playas de Rosarito. This model involves community members organizing to request services and contribute to construction costs, while CESPT provides technical oversight. Furthermore, in collaboration with the National Water Commission (CONAGUA) through the PROAGUA program, CESPT is executing six additional potable water and sewage projects with a 47.7 million peso investment, intended to benefit approximately 5,827 residents.
