Tunisia has initiated structural changes to its educational and administrative sectors. The Higher Council of Education and Teaching held its inaugural session following presidential decrees intended to formalize its structure. Established via decree-law in 2024, the Council is tasked with addressing systemic issues such as declining teaching quality, school violence, and high dropout rates, which affect nearly 100,000 children annually.

President Kaïs Saïed framed the Council as a constitutional response to past policies. The institution’s mandate spans the entire educational spectrum, from primary schooling to higher education, scientific research, and vocational training. It aims to unify policies across the ministries of Education, Higher Education, and Youth and Sports.

Following these developments, a parliamentary proposal was introduced to reform the status of civil servants by basing it on academic degrees.
