In late July 2026, Turkey’s Ministry of Treasury and Finance detailed a three‑month internal borrowing programme worth approximately 1.2 trillion lira to be raised through market sales, direct sales, and public offerings. The schedule for August through October includes 15 bond auctions, the issuance of lease certificates, and treasury bills. In August alone, the government plans to raise 536.7 billion lira, with 128 billion lira allocated to interest charges on internal debt, while the remainder covers principal repayments and external debt service. Recent yields have remained high, exceeding 41 percent.

To assist debtors facing tight fiscal conditions, the government launched a restructuring programme for unpaid public obligations, including income and corporate taxes, VAT, motor-vehicle taxes, traffic fines, judicial fines, student loans, and Social Security (SGK) premiums. The application deadline is 31 August. 

Under the scheme, applicants can access up to 72 monthly installments depending on their liquidity ratio: debtors with a ratio above 0.50 may receive 36 installments, those between 0.30 and 0.50 up to 48 installments, and those below 0.30 up to 72. VAT debts are limited to 12 installments. The programme features a 29 percent deferred interest rate, a potential 10-point interest discount, and no collateral requirement for debts under 10 million lira. Applications can be processed via the Revenue Administration, the Digital Tax Office, e-Devlet, or local tax and SGK offices. The first SGK-premium installment is due by 31 August, followed by the first tax-debt installment on 30 September.
