On 4 August 2026 the ruling AK Party announced that a draft “National Solidarity and Social Cohesion” framework law was being prepared for submission to the Turkish Grand National Assembly. Party officials said the draft was still provisional, shared its headings with other parties, and had already collected signatures from leaders of the İYİ Party, CHP, Yeni Party, Yeni Yol, DEM and MHP. A closed‑group meeting was scheduled before the proposal would be sent to the Justice Committee and then to the full parliament for debate.

Later the same day, DEM Party co‑chair Tuncer Bakırhan urged the parliament to adopt the framework law, framing it as a first step toward moving Turkey from conflict to rule of law and strengthening democratic governance. He linked the proposal to the anniversary of the 2014 Yazidi genocide and argued that the law could foster dialogue, expand democratic participation and contribute to peace in Turkey and the wider Middle East.
