In the first half of 2026, Turkey emerged as a significant destination for capital movements from Montenegro and experienced a broader shift in its national investment landscape.

In the first four months of 2026, Turkey was the leading recipient of foreign direct investment (FDI) outflows from Montenegro, totaling €26.03 million. The Turkish Business Association in Montenegro (TurkCham) noted that the majority of this figure, €21.75 million, consisted of inter-company capital returns, while €3.65 million was attributed to real estate sales. TurkCham stated that “these data do not represent a withdrawal of investors from the Montenegrin market nor a reduction of investment interest.”

On a national scale, Turkey recorded a net direct investment outflow for the first half of 2026. For the first time since 2000, Turkish direct investments abroad, totaling $5.339 billion, exceeded foreign direct investments into the country, which fell to $4.221 billion. This resulted in a deficit of $1.118 billion. Central Bank data indicated that international direct investment inflows to Turkey dropped by 31% compared to the same period in 2025, marking the lowest first-half inflow level in five years. Additionally, Turkish portfolio investments abroad reached a record high of $12.098 billion during this period.
