The implementation of Turkey’s National Solidarity and Strengthening of Social Integration Law remains contingent upon security assessments by the National Security Council (MGK). For the law to proceed, the MGK must verify that the PKK has ceased its presence and surrendered all weapons and ammunition.

Political friction has emerged following statements by Bese Hozat, a purported KCK leader, who argued that weapons do not need to be surrendered to the state and called for the release of Abdullah Öcalan. AK Party officials expressed concern that such rhetoric could complicate the legal requirements for the law.

Recent security updates from the Ministry of National Defense indicate ongoing activity regarding surrenders and border control. Following an initial report of two PKK members surrendering, Rear Admiral Zeki Aktürk announced that six PKK members surrendered within the week following that report.

Border security remains a significant focus. Authorities reported apprehending 422 individuals attempting illegal crossings in late October, including one suspected member of a terrorist organization. By early November, the number of apprehended individuals attempting illegal crossings in a single week rose to 665, including eight suspected terror organization members. Since January 1, total apprehensions for illegal crossings have reached 15,294, with 59,621 attempts blocked.

Additionally, a security incident occurred on October 31 at the Engin Mine Border Post on the Turkey-Iran border. The Ministry reported that Contracted Infantryman Yusuf Sait Ünlü was killed by fire assessed to have originated from Iran during an intervention against an illegal border crossing. An administrative and judicial investigation is underway, and officials are coordinating with Iranian authorities.
