The Turkish Ministry of Treasury and Finance has introduced new regulatory frameworks to oversee precious metals and enhance market security. On July 29, 2026, an amendment to the “Precious Metals Standards and Refineries” regulation went into effect, requiring Ministry approval for digital precious metals with physical counterparts stored at the Turkish Mint (Darphane) or the exchange before they can be listed on Borsa Istanbul. These digital assets are categorized as “non‑monetary intangible assets” rather than crypto assets.

To support these regulations, the Precious Metals Tracking System (KMTS) was established. Following the initial regulatory announcement, the Darphane launched the KMTS to combat gold counterfeiting and fraud in the physical market. The system utilizes a QR code mechanism for gram, quarter, and Republic gold products. 

Under this system, refineries register products with unique security codes and stickers during production. Consumers can use a mobile application from the Ministry of Treasury and Finance to scan these codes, receiving a digital certificate that verifies the manufacturer, production date, location, weight, and purity. The initiative aims to provide transparency and traceability for all precious metals weighing 1 gram or more.
