Turkey is developing a new social assistance model known as the Income Complementary Family Support System (GETAD). Initially described as a way to supplement low-income household earnings by focusing on total household income rather than individual pension amounts, the system aims to bridge the gap for families falling below specific thresholds.

As the initiative progressed, Treasury and Finance Minister Mehmet Şimşek announced that the reform would transition toward a family-oriented structure designed to guarantee a minimum income per person. The implementation will utilize the Socioeconomic Risk Information System (SERBİS) to assess eligibility through socioeconomic scoring. To manage the system, the government plans to launch a ‘Family Card’ mobile application for digital tracking and establish a Monitoring Center to oversee field visits to qualifying households.

Developed jointly by the Ministry of Labour and Social Security and the Ministry of Family and Social Services, the program—colloquially referred to as the ‘citizenship salary’—is targeted for a nationwide rollout at the beginning of 2027. Under this system, if a household's combined income falls below the minimum wage, the state will cover the difference, with support decreasing as household income rises. The initiative is intended to cover all households below the threshold, including individuals living alone, such as the elderly. Officials anticipate the system may also influence social security dynamics by reducing early retirement requests driven by financial hardship.

Following pilot programs, the system is scheduled to be implemented across all 81 provinces at the start of 2027. The framework will move away from fixed individual payments toward a holistic household-based model where the government provides flexible cash support based on the gap between total household income and the established threshold.
