Turkey has implemented specific tax relief measures for retirees, offering property tax exemptions for those owning a single residence of up to 200 gross square meters. To qualify, retirees must reside in the property and possess no income sources other than their pension. Eligible groups include widowed, orphaned, or disabled retirees, though they must manually apply to local municipalities via a “single residence exception” petition.

Regarding social security adjustments, preparations are nearing completion for a legal reform targeting Bağ-Kur (4/1-b) insured individuals. The proposed regulation aims to reduce the mandatory premium period from 9,000 days to 7,200 days, which could allow small tradespeople and artisans—such as barbers, tailors, and local shopkeepers—to retire approximately five years earlier.

The scope of this reform is specific: company partners and owners of large businesses are expected to remain under the current 9,000-day requirement. Furthermore, women already covered under the EYT (Retirement Age Victims) regulation, who already qualify with 7,200 days, will not receive additional benefits from this change. Technical actuarial calculations and cost analyses have reportedly been finalized. The legislative proposal is expected to be submitted to the Grand National Assembly of Turkey (TBMM) soon, with the regulation likely taking effect next year. To qualify under the new system, individuals must have no outstanding premium debts at the time of application.
