Turkey has implemented several regulatory updates through the Official Gazette affecting transportation, safety standards, and academic technology transfer.

In the electric scooter sector, a tiered penalty system has been established for shared service operators. Violations regarding vehicle counts in specific regions can result in fines of 8,687 TL for a first offense, 86,900 TL for a second, and 170,000 TL for a third. A third violation also triggers a six-month suspension of operations. Other penalties include 86,900 TL for operating without proper permits and 50,000 TL for failing to provide required documentation or customer service infrastructure.

New mandates for the transport of dangerous goods require drivers to carry valid SRC5 training certificates appropriate to the load class. Companies must also maintain safety information forms, in printed or digital formats, for roadside inspections. Failure to comply with these specific requirements carries fines between 564 TL and 63,802 TL. Broader sanctions for dangerous goods transport remain significant, with fines reaching 170,903 TL for failing to employ a safety consultant and up to 4,263,586 TL for high-level violations involving senders and carriers.

Regarding the transport of perishable food items, such as meat and dairy, penalties for violations related to ATP Operating Authorization holders and specialized temperature-controlled equipment have increased from 2,000 TL to 12,758 TL.

Finally, the scope of university Technology Transfer Offices (TTOs) has been expanded, allowing them to establish, operate, or hold partnerships in industrial and commercial production facilities to facilitate the commercialization of research and development.
