UEFA has officially implemented its new refereeing and VAR guidelines for continental competitions, including the Champions League, Europa League, and Conference League. These protocols aim to restore decision-making authority to on-field officials and increase consistency across matches.

Building on the Clear Line initiative, UEFA Head of Refereeing Roberto Rosetti has reinforced that VAR should only intervene for “clear and obvious errors” rather than serving as a secondary decision-maker. To prevent excessive delays, new protocols include standardized review speeds and limits on the number of replays used during checks. While VAR will now assist with identity errors during second yellow card incidents, it will not be utilized for general reviews of first yellow cards.

Specific rule clarifications have been introduced following controversial incidents, such as a handball involving Marc Pubill in a match between Barcelona and Atletico Madrid. UEFA clarified that any intentional handball while the ball is in play on the ground will result in a penalty, regardless of the proximity of an opponent. 

To further improve match flow, UEFA has introduced stricter time limits for substitutions, requiring players to exit the pitch within 10 seconds of a signal. Additionally, a five-second countdown will be applied to restarts like goal kicks and throw-ins. Regarding player conduct, covering the mouth while speaking to opponents will no longer trigger an automatic red card, leaving such calls to the referee’s discretion regarding unsporting behavior.
