In mid‑July 2026 Uganda’s leaders used the OACPS Council of Ministers in Brussels to call for a shift from exporting raw minerals and agricultural products toward greater industrialisation and value‑addition across the 79‑member bloc. Deputy Speaker Thomas Tayebwa warned that raw‑material exports deprive developing nations of jobs and wealth, citing Congo’s cobalt‑processing and Uganda’s gold‑processing projects as models.

A week later, Uganda’s finance minister Henry Musasizi met the OACPS secretary‑general in Kampala, stressing the organization’s role in helping Uganda reach a US$500 billion economy by 2040 through trade, investment, infrastructure and human‑capital development. President Yoweri Museveni also offered Uganda as a new host for the OACPS headquarters, proposing a move from Brussels and pledging support for South‑South cooperation and the bloc’s financial recovery.
