Uganda is pursuing various strategies to expand its tourism sector, focusing on both continental integration and domestic development. At an international travel market in Paris, the Minister of State for Tourism, Susan Nakawuki, proposed a single African tourist visa to allow visitors to travel across North, West, East, and Southern Africa without multiple visa requirements. This initiative aims to encourage longer stays and higher spending by reducing travel barriers.

Domestically, President Yoweri Museveni has encouraged citizens to participate in the tourism value chain, such as transport and guiding, to boost household incomes. During World Tourism Day 2026, he also commissioned new conservation facilities in the Elgon Sub-region.

However, the sector faces internal criticism. The Forum for Democratic Change (FDC) has called for structural reforms to address mismanagement and underfunding, noting that the sector contributes 9% to the national GDP. The FDC has also highlighted the need for better road infrastructure to key sites like Bwindi Impenetrable National Park, as well as improvements to the nation’s human rights record and security to aid international marketing.
