The UK government is developing new sentencing and supervision models to address prison capacity and public safety. A key component of this initiative is the introduction of “restriction zones” for serious sexual and violent offenders in England and Wales. Under this system, offenders will be monitored 24/7 via GPS-powered electronic tags and confined to specific geographic areas, which may be only a few miles wide. This approach allows victims to participate in defining the boundaries of these zones to ensure their freedom of movement.

To manage prison overcrowding, the Ministry of Justice is also considering a “progression” sentencing model. This could allow some offenders to be released under home detention curfews after serving as little as one-sixth of their sentence. These individuals would be monitored by electronic ankle tags, typically under curfews between 7pm and 7am. 

Justice Secretary Alex Norris stated that “no victim should fear the shadow of an abuser on their back.” The measures, which include the planned early release of approximately 5,000 prisoners starting in October, include strict enforcement; any violation of the restriction zones or curfew rules could result in an immediate recall to prison.
