Developments: 2. Reports regarding the treatment and composition of prisoners of war in the conflict between Ukraine and Russia have emerged. Ukrainian officials have stated that over 118,000 Ukrainian citizens are being held by Russia in total isolation, a situation described by Oleh Huschyn as “forced or violent disappearance.” Huschyn identified the Russian Federal Penitentiary Service, the FSB, and Russian prosecutors as the entities responsible, noting that such actions are criminalized under United Nations conventions. Concurrently, data from the ‘I Want to Live’ project indicates that foreign nationals comprise approximately 10% of Russian prisoners of war held in Ukraine. Since 2022, nearly 29,000 foreign citizens have reportedly signed contracts with the Russian armed forces. Following diplomatic pressure that halted recruitment from 39 countries, Russia has reportedly shifted its focus toward South America, Central Asia, and Africa. Some recruits from Latin America have alleged they are treated as “cannon fodder” and sent into high-risk assaults. ## Timeline ### 2026-09-25: Foreign nationals comprise 10% of Russian prisoners of war in Ukraine Ukraine reports that one in ten Russian prisoners of war are foreign nationals, as Russia expands military recruitment into South America, Africa, and Central Asia using false promises. 2 sources. https://clstr.news/cluster/foreign-nationals-comprise-10-of-russian-prisoners-of-war-in-ukraine ### 2026-08-28: Ukraine reports over 118,000 citizens held in isolation by Russia Over 118,000 Ukrainians are reportedly being held in total isolation by Russia, a practice described by Ukrainian officials as forced disappearance and a violation of international law. 3 sources. https://clstr.news/cluster/ukraine-reports-over-118000-citizens-held-in-isolation-by-russia --- Cite as: Ukraine-Russia war prisoner developments.
