This reform focuses on decentralizing authority to empower frontline leaders, allowing for greater autonomy in infantry tactics, drone warfare, and logistics. Under the leadership of Commander-in-Chief Mykhailo Drapatyi, these changes include a significant personnel overhaul. Dozens of high-ranking officers are being moved into the reserve to make way for a younger generation of commanders experienced in modern warfare. Drapatyi has also reinstated several officers previously dismissed by his predecessor, aiming to retain those with proven combat experience. To support this cultural shift, intensive leadership training programs following NATO-standard planning are being implemented for squad commanders. The new tactical approach emphasizes incremental advances supported by intensive drone usage, with a stated priority on preserving soldier lives and improving overall military effectiveness. ## Timeline ### 2026-10-05: Mykhailo Drapatyi implements military reforms in Ukraine Ukrainian Commander-in-Chief Mykhailo Drapatyi is restructuring the military through personnel overhauls and a tactical shift toward drone-heavy, incremental advances to preserve soldier lives. 3 sources. https://clstr.news/cluster/mykhailo-drapatyi-implements-military-reforms-in-ukraine ### 2026-09-23: Ukraine military reforms command structure to empower frontline leaders Ukraine is reforming its military command culture by training frontline leaders to make autonomous decisions, moving away from rigid Soviet-style top-down structures to improve battlefield effectiveness. 4 sources. https://clstr.news/cluster/ukraine-military-seeks-to-empower-frontline-commanders --- Cite as: Ukrainian military command and structural reforms.
