Victims can now access outpatient specialist services and psychological support without financial hardship. This is facilitated through a specific exemption code, ‘V99 Vittima di violenza’, which is granted to residents upon certification from public health facilities or reports from emergency rooms.

To formalize these protections, the Umbria Regional Council approved a measure providing free healthcare and psychological assistance to eliminate financial barriers to recovery. The exemption card is initially valid for one year and is renewable if continued care is required. For the 2026 fiscal year, the region has allocated 50,000 euros to fund these services, with funds distributed between Azienda Usl Umbria 1 and Azienda Usl Umbria 2 based on demographic data. Regional President Stefania Proietti stated the measure aims to ensure a ‘protected and uniform assistance path’, treating gender violence as a significant issue of public health and dignity.
