The United States-Caribbean Dialogue in Washington has focused on strengthening regional cooperation while highlighting tensions regarding diplomatic influence and security. During the discussions, the United States announced US$175.8 million for secure undersea cable infrastructure across the Caribbean and Central America, alongside discussions on healthcare and regional security. An investment summit is planned for early 2027.

However, the dialogue has been marked by concerns over regional autonomy. Caribbean leaders have faced criticism for not being consulted in advance to shape the agenda or priorities of the meeting. This lack of input mirrors broader regional tensions regarding U.S. military actions and deportation policies. Specifically, maritime strikes conducted by Joint Task Force Southern Spear against alleged drug-trafficking vessels have resulted in at least 238 deaths since September 2025, with investigations identifying Caribbean nationals among the deceased.

At the October 15, 2026, dialogue, Surinamese Minister of Foreign Affairs, International Trade and Cooperation Melvin Bouva called for increased American investment and strengthened cooperation in economic, energy, and regional security sectors. Highlighting recent offshore oil discoveries, Minister Bouva advocated for U.S. investment in energy, agriculture, and infrastructure to support Suriname’s economic transformation and regional energy security. He also emphasized the necessity of joint efforts to combat transnational crime, maritime security, and cybersecurity. On the sidelines of the summit, Bouva held bilateral talks with U.S. Deputy Secretary of State Christopher Landau to discuss expanding bilateral trade and renewable energy.
