The U.S. Department of Transportation (DOT) has introduced ‘America’s Great Corridors of Commerce’ (AGCC), a voluntary initiative allowing state transportation departments and railroads to lease existing rights-of-way to private-sector managers. The program facilitates the installation of utilities such as power lines, fiber-optic networks, water lines, and pipelines.

The initiative aims to accelerate infrastructure development by utilizing existing corridors, which reduces the need for new land acquisition and leverages environmental review exemptions to speed up permitting. This approach is intended to meet rising electricity and communication demands from manufacturing and data centers.

Transportation Secretary Sean Duffy noted that the program could place “downward pressure on residential user rates” by avoiding piecemeal grid upgrades. Revenue generated from these leases will be directed toward the maintenance and improvement of roads, bridges, tunnels, and rail infrastructure without requiring additional taxpayer funding. The DOT plans to use a competitive process to solicit interest, noting that approximately 161,000 miles of highways and 140,000 miles of permitted railroad tracks may be available for use.
