Agricultural producers in the United States are navigating updated enrollment timelines and payment structures for the Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC) programs.

For the 2026 crop year, the enrollment period is open from September 16 through December 11. This window was delayed from the usual spring deadline to accommodate new program rules and support levels established by the One Big Beautiful Bill Act of 2025. Experts suggest that this delay allows producers to use current price information and harvest data to better evaluate the choice between revenue-based ARC support and price-based PLC support.

Additionally, the Budget Reconciliation Act has increased program supports starting with the 2025 crop year. Under these updated structures, producers will receive the higher of the ARC or PLC payments by crop and farm. In the cotton market, the 2025 marketing year average price for seed-cotton has been set at $0.3408 per pound.
