U.S. federal health agencies are undergoing significant administrative and funding shifts. At the Centers for Disease Control and Prevention (CDC), staffing shortages have placed approximately $13 million in research grants at risk, specifically impacting the World Trade Center Health Program. 

Concurrently, the National Institutes of Health (NIH) is transitioning biodefense-related research to the Department of Defense (DOD). This process began with plans to redirect hundreds of millions of dollars from the NIH infectious diseases institute to the military to separate civilian public health from defense priorities. 

This transition culminated in a formal interagency agreement under the Economy Act to facilitate the transfer of funding for medical countermeasures against chemical, biological, radiological, and nuclear threats, as well as pandemic influenza. The agreement could involve up to $2 billion from the National Institute of Allergy and Infectious Diseases (NIAID) over ten years. While officials state the move is intended to “untangle civilian public-health initiatives from defence priorities,” critics have raised concerns that routing infectious-disease projects through the Pentagon could reduce transparency regarding federal spending and pandemic origin investigations.
