In September 2026, the Veracruz State Congress approved reforms to the Organic Law of the Free Municipality and the Municipal Treasury Code. This mandate requires the state’s 212 municipalities to submit annual revenue laws and expenditure budgets in an editable and authenticated digital format, replacing the previous requirement for triplicate printed copies. The reform aims to increase efficiency and reduce resource consumption, with digital authentication serving as a functional replacement for physical signatures and seals. Following this, efforts to modernize procedures expanded to include broader administrative services. The Mayor of Veracruz participated in a meeting focused on implementing the National Model for the Standardization of Procedures and Services. This initiative, aligned with national and state strategies, seeks to reduce bureaucratic procedures and utilize digital tools to streamline citizen interactions and minimize the necessity for physical office visits. ## Timeline ### 2026-10-08: Veracruz Mayor joins administrative modernization efforts Veracruz Mayor Rosa María Hernández Espejo is joining efforts to modernize municipal services and simplify administrative procedures through digital tools and national standardization models. 3 sources. https://clstr.news/cluster/veracruz-mayor-joins-administrative-modernization-efforts ### 2026-09-18: Veracruz Congress mandates digital submission of municipal budgets The Veracruz State Congress approved a reform requiring the state's 212 municipalities to submit revenue and expenditure budgets in digital format rather than printed copies to improve efficiency. 8 sources. https://clstr.news/cluster/veracruz-congress-mandates-digital-submission-of-municipal-budgets --- Cite as: Veracruz municipal administrative modernization.
