The fishing sector in the Mariato district of Veraguas is facing a combination of security, environmental, and economic pressures.

In mid-September, an armed group of more than 15 people intercepted two boats belonging to the Malena community. The attackers used gunfire and physical aggression to force fishermen out of specific waters, leading to a temporary suspension of local fishing activities due to fear. In response, the National Aeronaval Service launched ‘Operation Pesca Digna 2026’ to intensify maritime and land patrols in the region.

Concurrently, the industry is navigating structural shifts. While a new agro-industrial processing plant was inaugurated to add value to local fish production, artisanal fishermen are struggling with the El Niño phenomenon. Rising water temperatures have caused fish species to decline in traditional areas, forcing fishermen into deeper waters and increasing fuel costs, which has resulted in decreased profitability for many families.
