The Victorian Government is implementing significant changes to the Suburban Rail Loop (SRL) project to reduce costs. Following an audit by the Victorian Auditor-General, which revealed a previously undisclosed 1 per cent annual rail improvement charge on public transport fares, Premier Ben Carroll announced plans to scrap the levy. The charge, which began in January 2025, was estimated to raise approximately $4.8 billion.

To address funding and budget concerns, the government is targeting A$2 billion in savings. This includes an immediate A$1 billion reduction in scope through the removal of certain features, such as underground station interchanges at Box Hill and Glen Waverley, the removal of a second station entrance at Clayton, and the cancellation of planned pedestrian bridges. An independent technical review has been commissioned to identify an additional $1 billion in savings. 

As part of these measures, no further contracts will be awarded for the project until the technical review is complete, and the Suburban Rail Loop Authority will be merged into the Victorian Infrastructure Delivery Authority to reduce administrative duplication. The total estimated investment for the project is now placed at $33.3 billion.
