The initiative seeks to connect the Central Highlands with coastal tourism hubs like Quy Nhon, offering a “smart, green, and innovative transportation solution” for the complex terrain. Because current aviation laws do not fully address passenger eVTOL certifications, vertiports, or unmanned traffic management (UTM), local authorities have suggested utilizing a controlled regulatory sandbox approach under the Law on Science, Technology, and Innovation.
