In September 2026, Trần Cẩm Tú, Standing Member of the Secretariat, directed the Ho Chi Minh National Academy of Politics to serve as a model for Party building. The Academy, which functions as a national center for political theory and policy consultation, reviewed its cadre development results for 2025 and the first eight months of 2026 to align with the requirements of the 14th National Party Congress.

By October 2026, organizational restructuring continued at the local level in Ho Chi Minh City. The Ho Chi Minh City Party Committee announced the merger of the Ho Chi Minh City Institute for Development Studies and the Ly Tu Trong Youth Union School to form the Ho Chi Minh City Cadre Academy. This merger is intended to streamline the organizational apparatus and improve training capacity for civil servants and public employees. Nguyen Thi Nhat Hang was appointed Director of the new Academy for a five-year term.
