The Ministry of Finance proposed a new national target program framework for 2026–2035, which integrates four previous programs into one. This proposal emphasizes decentralizing authority to local governments, allowing them to manage resources and investment projects while the central government maintains oversight. The framework also includes provisions for supporting cooperatives through state budget funds for human resource development, digital transformation, and innovation. Building on these national objectives, Hanoi has outlined a specific 2027 development plan for its collective economy. The city aims to establish at least 150 new cooperatives and unions, with a focus on high-tech agricultural models and sustainable value chains. The plan also seeks to restructure inefficient cooperatives through mergers to improve governance and service capabilities. ## Timeline ### 2026-10-08: Hanoi outlines 2027 plan for collective economy and cooperatives Hanoi has announced a 2027 plan to develop its collective economy, targeting 150 new cooperatives and 50 high-tech agricultural models to promote digital and green economic growth. 2 sources. https://clstr.news/cluster/hanoi-outlines-2027-plan-for-collective-economy-and-cooperatives ### 2026-09-29: Vietnam Ministry of Finance proposes new national target program framework Vietnam's Ministry of Finance has proposed new policy frameworks for a unified 2026–2035 national target program and specific budget mechanisms to support cooperatives through digital and technological aid. 5 sources. https://clstr.news/cluster/vietnam-ministry-of-finance-proposes-new-national-target-program-framework --- Cite as: Vietnam cooperative and collective economy development.
