Legislative discussions and provincial initiatives in Vietnam are addressing domestic violence through legal reform and community-based prevention.

During National Assembly debates on the draft Law on Grassroots Mediation, delegates proposed banning mediation for serious domestic violence and child abuse cases. Delegate Luu Thi Thuy Hang argued that reconciliation attempts in such instances can allow perpetrators to “evade justice while leaving victims unprotected.” Additionally, concerns were raised regarding the security and privacy of proposed online mediation services.

On a provincial level, local authorities are implementing community models to mitigate violence. In Gia Lai, hundreds of prevention models and support groups have been established to provide conflict resolution and economic development skills. In Ha Tinh, reports indicate that mental violence is the most frequent type of domestic abuse, with officials noting that social stigma often prevents many incidents from being reported.

To address gaps in support services, the Ministry of Culture, Sports and Tourism, in collaboration with the Vietnam Farmers' Union and the United Nations Population Fund (UNFPA), has officially launched the 117 national hotline. This 24/7 service replaces the previous 1800 1768 hotline and is designed to receive reports, provide initial counseling, and connect victims with local protection services. The launch follows the 2022 Law on Domestic Violence Prevention and Control and responds to data indicating that a vast majority of victims do not seek help from official authorities.
