In late October 2026, the Politburo approved Resolution No. 27-NQ/TW, which outlines a development strategy for the South Central Coast and Central Highlands through 2030. This plan seeks to establish a green and circular economy by integrating marine-based industries, such as seaport services and maritime tourism, with highland-based sectors including commercial agriculture, forestry, and renewable energy. Concurrently, the government approved a state capital restructuring plan for the 2026-2030 period. This directive establishes specific ownership targets for state-owned enterprises and commercial banks. While the state will maintain 100% ownership in major entities like Vietnam Electricity (EVN) and Vietnam Oil and Gas Group (PVN), it intends to restructure stakes in several large banks and corporations, such as Vietcombank, BIDV, and the Vietnam Maritime Corporation, targeting specific ownership thresholds by 2030. ## Timeline ### 2026-10-29: Vietnam approves state capital restructuring plan for 2026-2030 Vietnam has released a 2026-2030 plan to restructure state capital, maintaining 100% ownership in key energy and telecom groups while adjusting stakes in major banks and maritime corporations. 7 sources. https://clstr.news/cluster/vietnam-approves-state-capital-restructuring-plan-for-2026-2030 ### 2026-10-22: Vietnam outlines strategic development for South Central Coast and Central Highlands Vietnam's Politburo has issued a resolution to transform the South Central Coast and Central Highlands into a sustainable economic hub by 2030, focusing on green energy, maritime economy, and agriculture. 2 sources. https://clstr.news/cluster/vietnam-outlines-strategic-development-for-south-central-coast-and-central-highlands --- Cite as: Vietnam economic and regional development planning.
