In August 2026, Vietnam’s primary electronic toll collection (ETC) providers, VETC and ePass, implemented new monthly account management fees. Under the new structure, individual customers were to be charged 6,600 VND per month per wallet, while corporate clients faced a fee of 66,000 VND per month.

The providers stated the fees were required to maintain technological infrastructure, ensure 24/7 stability, enhance security, and cover costs related to banking connections and transaction reconciliation. This change followed regulatory requirements for toll accounts to transition into traffic accounts linked to digital wallets or bank cards.

The implementation faced significant backlash from vehicle owners, who argued the fees were unfair because electronic payment is mandatory for expressways and national highways under Decree 119/2024/NĐ-CP. Drivers expressed frustration over paying recurring fees for accounts that hold balances without earning interest, leading many to withdraw balances or cancel payment links.

Following this public outcry, VETC and Viettel Money announced the suspension of the new monthly service fees. VETC admitted that its communication and implementation process was “insufficient and failed to meet customer expectations.” VETC clarified that the fees were intended for the electronic wallet service—acting as a payment intermediary—rather than for road use or the toll accounts themselves. Similarly, Viettel Money decided to halt transaction processing fees for customers using the ePass service linked to its wallet.

The Vietnam Road Administration clarified that these charges are considered payment service fees under banking regulations and are distinct from road usage fees. The agency has requested relevant units to review their policies. Both VETC and ePass confirmed that no fees had actually been collected from users prior to the suspension.
