The Vietnamese Ministry of Industry and Trade is reviewing several initiatives related to the nation’s energy transition and efficiency.

One proposal involves the potential replacement of the 178,000 billion VND Hai Phong LNG thermal power plant—a joint venture between Vingroup and VinEnergo—with a renewable energy complex integrated with Battery Energy Storage Systems (BESS). While the Ministry has recommended continuing the original gas power plant implementation as approved under Power Development Plan VIII, a final decision on the renewable alternative remains pending.

Additionally, the Ministry is developing a proposal to establish a non-profit state energy efficiency fund. With a planned charter capital of 500 billion VND, the fund aims to support businesses in managing production costs and meeting emission reduction requirements through preferential loans, interest rate subsidies, and technical support.
