Initial proposals focused on a professional standard training program for college and university lecturers. This program aims to move away from theoretical content toward practical, modular learning that emphasizes digital transformation, artificial intelligence, and situational problem-solving. Subsequent policy updates have addressed financial and logistical aspects of teaching. A revised draft decree outlines support for lecturers conducting research or studying abroad, proposing that such individuals receive 40% of their current salary and allowances while receiving coverage for airfare, visas, and health insurance. The draft also suggests a monthly living allowance of up to 1,300 USD in certain regions.
