Local authorities in Vietnam continue to implement administrative and developmental initiatives focused on infrastructure, digital transformation, and grassroots engagement. In Lao Cai, development efforts in ethnic minority regions are showing significant progress. As of the 2021–2025 period, the province has met or exceeded 23 out of 32 targets set by the National Target Program for socio-economic development in ethnic minority and mountainous areas. 

While community cooperation remains strong—exemplified by residents in Viet Hong and Dong Cuong communes voluntarily donating land and relocating structures to facilitate road expansions—provincial-level implementation faces significant hurdles. Despite the approval of 47 projects covering over 344 km of rural roads, capital disbursement was extremely low, reaching only 0.2% of the provincial plan by the end of May 2026. These delays are attributed to insufficient capital, investment preparation difficulties, and legal documentation issues.

To address large-scale infrastructure needs, the Lao Cai Provincial People's Committee has launched a 100-day emulation campaign, running from October 1, 2026, to January 8, 2027, to accelerate land clearance for the Lao Cai - Hanoi - Hai Phong railway project. The province aims to complete all land clearance by June 30, 2027, with a specific target to clear agricultural, forestry, and state-managed lands by the end of 2026. To support displaced populations, the province is prioritizing resettlement, with construction for resettlement areas in Bao Ha Commune and other managed sites scheduled to begin between mid-November and early December 2026. Administrative reform and community dialogue remain central to ensuring social consensus during these transitions.
