The Law on Teachers, effective January 1, 2026, stipulates that salaries for teachers in public educational institutions should be “among the highest in the administrative salary system.” Furthermore, Decree 182/2026/NĐ-CP introduces specific professional allowances ranging from 45% to 80%, contingent upon the teaching environment, such as preschools, primary schools, or locations in mountainous and ethnic minority areas. In conjunction with these policy shifts, the Ministry of Education and Training is conducting public consultations from August 25 to September 11, 2026, regarding candidates nominated for the 17th round of People's Teacher and Meritorious Teacher titles. As the 2026-2027 school year approaches, several provinces including Ninh Binh, Hoa Binh, and Quang Tri are implementing large-scale restructuring of public educational institutions. These measures aim to streamline management, optimize resources, and improve educational quality by merging schools and reducing administrative overhead.
