In July 2026, Vietnam established a National Steering Committee for semiconductor industry development, chaired by the Prime Minister. The committee includes officials from the ministries of Planning and Investment, Information and Communications, Science and Technology, and Industry and Trade, tasked with integrating the nation into the global supply chain. On 31 July 2026, Deputy Prime Minister Ho Quốc Dũng signed Decision No. 93/QĐ-BCĐPTCNBD, which formalizes the committee’s operating regulations, decision-making authority, and funding arrangements.

Simultaneously, state-owned telecom group Viettel is constructing a $1.3 billion, 27-hectare chip-fabrication plant in Hanoi’s Hoạ Lạc high-technology zone. Designed to produce 32 nm chips, the facility expects trial production by late 2027, with full optimization between 2028 and 2030. This follows a surge in sector activity, with foreign direct investment exceeding $14.2 billion across 241 projects.

To bolster its ecosystem, Vietnam is pursuing international partnerships. Dr. Nguyen Van Minh of Huawei’s French research centre has urged the country to expand cooperation with France into chip design, AI accelerators, and advanced packaging, specifically targeting 28 nm nodes for industrial and automotive use. Additionally, Ambassador Nguyen Quoc Dung highlighted plans for an Nvidia R&D centre in Vietnam and academic links with U.S. institutions, such as the University of Arizona, to develop a skilled engineering pipeline. To support broader industrial growth, Decree No. 303/2026/ND-CP was also issued to manage industrial clusters, expanding eligibility to include high-technology and creative-startup enterprises.
