Vietnam is drafting new national technical standards to enhance vehicle safety through mandatory braking and stability systems.

Initial proposals focused on motorcycles, with the Ministry of Construction considering a mandate for anti-lock braking systems (ABS) on motorcycles with engines exceeding 150 cm³ or electric power above 11 kW. This initiative follows research suggesting that ABS installation could reduce road accidents and fatalities by up to 29%.

Subsequent regulatory considerations have expanded to include a broader range of vehicles. Under a draft replacing QCVN 09:2024/BGTVT, the requirements would extend to M-group passenger vehicles, such as sedans, SUVs, and buses, as well as N-group freight vehicles, excluding those with five or more axles. Furthermore, the draft proposes that sleeper buses be equipped with Electronic Stability Control (ESC) or an equivalent system.
