Warsaw has begun developing civil defense infrastructure through the ‘Underground Shield’ program. This initiative, announced by President Rafał Trzaskowski, involves converting unused technological spaces within the metro system into modern emergency shelters and strategic crisis warehouses for supplies such as medicine, water, and blankets.

Key projects include adapting a large vacant chamber beneath Plac Wilsona and repurposing a two-level underground parking garage near the Centrum metro station to serve as a dual-purpose facility.

In addition to infrastructure development, the city is implementing emergency evacuation plans. This includes equipping 120 buses specifically for transporting individuals on stretchers and preparing the metro system for shelter use. Authorities are encouraging residents to use the ‘Gdzie się ukryć’ (Where to hide) tool to identify the availability and accessibility of various protective locations.
