Water management and infrastructure issues continue to cause significant disruption for residents in Veracruz, Mexico.

In the Perote region, community members from Tepozoteco and Los Molinos have accused the State Water Commission (CAEV) of authorizing a 650-home housing project by Vivienda Veracruzana S.A. de C.V. despite long-standing water shortages. Residents report that over 1,800 people have faced inadequate supplies for more than 15 years, with local wells yielding insufficient water. Community members have threatened legal action and protests against CAEV officials for allegedly failing to conduct technical studies before permitting new construction.

Infrastructure failures have also escalated in urban areas. In the Ricardo Flores Magón neighborhood, residents have protested unfinished repairs by the water concessionaire, Grupo MAS. Following the repair of a damaged drainage pipe that caused a sinkhole in Callejón 21 de Marzo, workers reportedly left the site without restoring pavement or removing debris, leaving the area impassable for over ten days.

This localized issue reflects a broader systemic problem. A Veracruz City Council report identified sinkholes, ground subsidence, and water leaks across at least 70 neighborhoods, totaling 646 reports of infrastructure deficiencies throughout the year. The report noted that 293 of these reports were not addressed by Grupo MAS, the consortium responsible for water and sanitation services. The lack of response to nearly half of the reported issues continues to pose risks to motorists and pedestrians while contributing to further pavement deterioration.

Adding to the regional instability, legal tensions have emerged regarding a suspected ‘Real Estate Cartel’. Following arrests by the State Attorney General's Office, a federal judge granted an injunction to alleged leader Roly Domínguez Romero. This decision, which included a low bail amount, has sparked protests from victims who claim the ruling undermines justice and threatens their assets.
