Authorities in Mexico and the Argentina-Uruguay border region are developing early warning systems and infrastructure to mitigate extreme weather risks. In Querétaro, Mexico, officials launched the ‘Alerta Matías’ Early Warning System (SIAT), which uses SMS and the AppQro application to notify citizens of torrential rains, floods, and forest fires following fatal rainfall in 2025. By September, the system had recorded over 15,000 entries, and the state began implementing physical preventive works, including the construction of the Cuates I and II embankments and the Peñuelas drain.

In Saltillo, Mexico, authorities allocated 90 million pesos for three pluvial systems to address critical flooding in areas such as Bulevar Fundadores and Mirasierra. 

In the border region of Concordia, Argentina, and Salto, Uruguay, local leaders have advocated for the implementation of Cell Broadcast technology to provide automated mobile alerts following a severe storm that caused fatalities and significant damage.

As of September 2026, regional infrastructure efforts continue. In Querétaro, flood mitigation works remain a priority, while Saltillo proceeds with the construction of its pluvial systems. Other Mexican municipalities are also addressing urban maintenance, including sanitary sewer desilting in Morelia and the replacement of collapsed sanitary collectors in Torreón. These efforts are part of broader municipal public works across Latin America aimed at improving urban infrastructure and public safety.
