The EU’s €6 billion Growth Plan continues to show divergent results across the Western Balkans. As of May 2026, only 11.2% of the total funds have been disbursed, leaving approximately €5.33 billion undistributed. All projects supported by the plan must be completed by the end of 2027.

Albania has emerged as the regional leader, securing approximately €212.8 million through energy sector reforms. Montenegro has received roughly €91 million, while North Macedonia has accessed €141 million despite constitutional hurdles. Conversely, Serbia remains under EU scrutiny regarding its judicial system, having secured only a single payment, and Bosnia and Herzegovina faces potential losses exceeding €370 million.

In Kosovo, the situation has deteriorated due to a prolonged political deadlock. The lack of functional institutions is hindering the private sector and the approval of essential legislative reforms. Kushtrim Ahmeti, Executive Director of the Chamber of Commerce and Industry, stated that Kosovo has already lost the first installment of the EU Growth Plan, estimated at over €70 million. The country now risks losing access to a total of over €800 million if it fails to meet EU conditions and establish vital institutions.

This instability is also impacting local producers; farmers report significant delays in receiving financial support and subsidies from the Ministry of Agriculture. Business representatives warn that continued deadlock could deepen economic damage and cause Kosovo to fall behind its regional neighbors.
