Yemeni Foreign Minister Afrah al-Zouba has established five conditions for peace, centered on the disarmament of the Houthi group and its transition into a strictly political entity. Speaking in Istanbul, al-Zouba accused the group of using previous negotiations to expand military capabilities and characterized them as a threat to regional security due to attacks on maritime navigation in the Red Sea and the Bab al-Mandab Strait. She also referenced the ‘Fajr al-Yaman’ (Dawn of Yemen) military operation, launched by President Rashad al-Alimi on October 5, which seeks to liberate territory from Houthi control. In response to various peace proposals, political analyst Abdulqader al-Junaid has criticized a report from the Chatham House institute. Al-Junaid argues that the institute’s suggestion to integrate Houthis into the political system in exchange for relinquishing heavy weaponry is unrealistic and lacks sufficient guarantees. He warns such an approach could allow the group to rebuild its military strength. Instead, al-Junaid advocates for intensifying military efforts in the Taiz countryside and establishing a joint political and military command between the Yemeni government and Saudi Arabia to restore state institutions. ## Timeline ### 2026-10-25: Political analyst criticizes Chatham House proposals for Yemen peace settlement Analyst Abdulqader al-Junaid criticizes Chatham House's Yemen peace proposals, warning they lack safeguards to prevent Houthi military rearmament. 2 sources. https://clstr.news/cluster/political-analyst-criticizes-chatham-house-proposals-for-yemen-peace-settlement ### 2026-10-25: Yemen Foreign Minister sets five conditions for peace Yemeni Foreign Minister Afrah al-Zouba demands the disarmament of Houthi forces and their transition to a political entity as primary conditions for peace. 4 sources. https://clstr.news/cluster/yemen-foreign-minister-sets-five-conditions-for-peace --- Cite as: Yemen peace negotiations and security tensions.
