In Zacatecas, government initiatives are focusing on community development, infrastructure expansion, and enhanced fiscal oversight. In August 2026, the Committee for Validation and Attention to Migrants (COVAM) approved over 26 million pesos for 27 projects under the ‘Programa 2x1’. This tripartite investment, involving the state government, 13 municipalities, and Zacatecan migrant clubs from several U.S. locations, aims to fund school equipment, sports facilities, and community services. Concurrently, the state government has partnered with the National Commission for Physical Culture and Sport (Conade) to enhance athletic facilities. As part of the ‘World Social 2026’ strategy, a joint investment of 126 million pesos is being used to provide 100 courts for children and youth. The state also continues to host international basketball qualifying matches for the 2027 World Cup.

Expanding on social efforts, Governor David Monreal Ávila announced during the ‘Bienestar para Todas y Todos’ forum in Fresnillo that joint federal and state investments in social programs have exceeded 73.2 billion pesos over the last five years. This investment has benefited more than 825,000 residents, helping 140,000 people exit extreme poverty between 2021 and 2026. To support social infrastructure, the state has announced the addition of 348 new community clinics. Additionally, school supplies have been distributed to over 267,000 students in the state.

In a move toward increased transparency, Zacatecas has become the first Mexican state to implement a pilot program for real-time auditing of federalized public spending. Through a collaboration agreement with the Auditoría Superior de la Federación (ASF), the state will allow continuous review of the 2025 Public Account. Aureliano Hernández Palacios Cardel, the Superior Auditor of the Federation, noted this voluntary measure is “unprecedented in the country” and could serve as a model for other states.
